Bug 1538015 introduced a backwards compatibility hack to dangerously allow a remote device to control which preferences were synced. The comment indicate we previously decided it should be removed ~Firefox 80, so let's kill it.
As an added bonus, this also includes logging tweaks - it can be very difficult to work out from logs what the sync engine is doing exactly - what prefs it is touching, etc. We should make it a little more verbose.
