[Steps to reproduce]

  1. Launch Firefox with browser.tabs.firefox-view-next set to true
  2. Go to about:preferences#privacy and set Never Remember History and restart the browser
  3. Go to Menu-> Tools

Expected result

Firefox View option should not be displayed on Tools options when "Never remember History" is set.

Actual result

Firefox View option is displayed on Tools options when "Never remember History" is set.
