185664 - "Move incoming messages..." section is grayed out in Junk Mail Controls

I can't seem to make the "Move incoming messages..." section of the Junk Mail 
controls active. Is this disabled in the alpha? I couldn't find anything in
the release notes about it. 

Reproducible: Always

Steps to Reproduce:
In mail window, select "Tools/Junk Mail Controls..."
See that the section following the checkbox entitled "Move incoming messages" is 
grayed out. Clicking on the checkbox has no effect.

Actual Results:  
No effect clicking the checkbox.

Expected Results:  
Expected to be able to check the checkbox and have the grayed out section active.
