I think it would be suitable to have the release note. But I think it should be against the metabug https://bugzilla.mozilla.org/show_bug.cgi?id=1714354 which captures the whole feature.

It's hard to track release notes against bugs that are open and not linked to a version.

Ok, then in that case, https://bugzilla.mozilla.org/show_bug.cgi?id=1864684 would be more relevant. This is the main patch which flips the pref by default for all release channels
