Using the seekbar in a YouTube video causes frame drops

Steps to reproduce:

  1. Go to this video https://www.youtube.com/watch?v=9ILxzRz-sGA (mute if you want)
  2. Place the cursor on the seekbar until you find second 0:36 and click
  3. Now go back to 0:34 and watch the video until 0:37

System: Fedora 39 Workstation (issue also happens in previous versions)
Windowing system: Wayland
Desktop environment: GNOME 45 (issue also happens in previous versions)
Package source: Flatpak from Flathub
Environment variables: MOZ_WAYLAND=1 (issue also happens without this variable)
CPU: Intel® Core™ i5-8265U × 8
GPU: Intel® UHD Graphics 620 (WHL GT2)

Actual results:

In step 2, when you click on the seekbar to see 0:36, the video will have some frame drops for a moment. However, when doing step 3, the video will play smoothly when reaching 0:36.

Also, this issue doesn't happen in every video, though.

Expected results:

The video not having framedrops when using the seek bar.

Issue also happens when using the RPM version (Fedora repo) of Firefox.

The Bugbug bot thinks this bug should belong to the 'Core::Audio/Video: Playback' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
