Steps to reproduce:
The language setting is German in my setup.
Open a sub menu, for example, right-click on a message text or right-click on a mail in the list of messages or right-click a folder in the folder list.
Actual results:
Sub menu appear correctly but with partially English texts.
Expected results:
Sub menu appears with German texts.

Can you give specific examples of menus that are wrong?
It's probably just incompletely translated to German in that place. (Someone needs to add the German strings)

All the submenus that I mentioned are "multilingual" when language is German. (That was not the case in the past!)

Not sure moving to the localization component without further investigation is the right thing to do.
The localization is at 100% in Pontoon, there's nothing localizers can do to change this

It's possible that earlier versions of Thunderbird 115 had incomplete German translations. I just checked a German build of 115.7.0 and the three menus mentioned by the reporter are entirely in German.
