Update the strings on the privacy panel callout for cookie banner handling as follows:
“Cookie Banner Blocker”
turn on and Firefox will try to automatically refuse cookie banners on this site

Though I know cookie banner handling never shipped, I opted to use new
IDs so that translations can be updated, especially since this iteration
is shipping to Germany and I see those translations use the old name.
This should also fix three of the five errors in Bug 1856014, leaving
just the ETP-related strings to fix separately.
