Looks like we are being DDoS-ed. I'm working to resolve the issue.

Each hgweb node was at 100% memory usage, which usually indicates an influx of nonsense requests. I checked the zeus logs and saw a large quantity of said requests. I banned 6 /24 subnets where these requests were originating. The service is looking better now, memory is no longer pegged at 100% usage, and I'll continue monitoring as the day continues.

This specific outage seems to be resolved.
