1858459 - Post-opt in, check if a product has analysis available before showing upsell doorhanger

If the user has opted in to the review checker experience,
and if they have closed the sidebar,
then we sometimes show an upsell doorhanger to encourage users to come back to the feature.

Unfortunately, we sometimes show that doorhanger on a product page where there's no analysis available, like an unsupported product type.

Because these users have already opted in, we could modify the doorhanger targeting to call the analysis server and check that we have data before showing the doorhanger.

This bug captures the work to explore and define the range of doorhanger targeting options, make a decision, and implement the chosen solution (assuming we decide to continue).
