When an RSS feed is unable to get a favicon it shows a generic globe icon as seen in Bug 1858178. However this is not our globe icon but rather toolkit's. This and any related icons should be changed to use our new icons.

That's actually https://searchfox.org/comm-central/source/mail/themes/shared/mail/overrides/defaultFavicon.svg so it is "our" icon!

This also affects 115, not a recent regression?
Correct. I think this is just an icon that slipped through the cracks when we started updating to the new icons in 102.

TB 115.4.2 is now showing the black globe icon even when the faviocon is supplied..... for example, this feed https://news.mingpao.com/rss/pns/s00003.xml
