1858667 - Clicking link which should open a pop-up tab does not work at all.

Steps to reproduce:

Clicked a button which should open a "pop-up tab" (maybe its just called a new tab?). It was in Datadog "View in context" button. Also tried this in Atlassian Confluence, when clicking on an external link which should open a "pop-up tab".

Actual results:

Nothing at all.

Expected results:

An new "pop-up tab"/new tab should have been opened and window view should transition to the new tab.

This occurred to me after today's update on Firefox 118.0.2 (20231009140911)
I am using it daily so I knew something in the update messed it up.
Downgrading to 118.0.1 solved this for me.

Hello! thank you for submitting this issue unfortunately I wasn't able to reproduce the issue using firefox 120.0a1(2023-10-19) on Ubuntu 22.04. Could you please answer the following questions in order to further investigate this issue
