When a url is opened from another application, using the open URL service
(command-shift-U), it opens in a new window in Chimera, even if Chimers is set
to open URLs from other apps in a new tab, rather than a new window.

Reproducible: Always

Steps to Reproduce:
1. Type a url into TextEdit. Make sure Chimera is set to open new urls in a tab.
2. Select the url.
3. Hit command-U

Actual Results:  
Opens in a new window.

Expected Results:  
Opens in a new tab.

newer build.

This seems to be the exact opposite of bug 167245
I have seen this problem myself, but it looks fixed in current build (2002122104
on osx 10.2.3)

This bug is unrelated to 167245. 167245 concerns tab focus behaviour.
