Bug 1858752 introduces a z-index hack in order to work around this. But without it, depending on whether we do a full display list rebuild or not, we sometimes get inconsistent painting, see the screencast there.

This is not really a regression from bug 1799036, that bug only changed the tree structure so that the issue manifested.
