If add 1-3 Japanase characters at the beginning of the subject when
replying a mail with Japanese subject, MIME header encoder doesn't work
properly.

Steps of reproduce:
1. Unzip the file shown in above URL. you'll get the smoketest mail folder.
   Put the folder in your pop mail directory
2. Go to the 2nd mail, and click on Reply button, change the recipient email
   address to your test account
3. Enter 1 or 2 or 3 japanese characters at the beginning of the reply mail's
   subject field, select View | Character set | Japanese (iso-2022-JP)
   and send it out.
4. After receiving the reply mail, you'll see the title is not displayed
   correctly in the thread pane and message pane.
   It's also not displaying right with 4.7.
   The header displayed on 4.7 doesn't start with =?iso-2022-JP...

When I enter 4 ja chars at the beginning of the subject, this problem doesn't
happen.

Please check if this is a linux specific problem.
It also occurs on Windows.
On Windows, if you add 4 characters at the "end" of the same
quoted subject header of the same message used here, we run into
the same corruption problem. (I guess this latter is the same as
Bug 18105.)

This is caused by the same problem as 18105. Fix was checked in to M12.
verification should be done on M12 builds as follows and
report back here:

ji --> check JPN/UTF-8 for Linux
momoi --> check JPN/UTF-8 on Windows
(marina --> Latin 1 but probably is not easily reproducible in this form.
            should focus on Bug 18105 which is reproducibel with
            Latin 1 long header)
Verified with 111709-M12 Linux build. it is fixed.

Following the original scenario, I was not able to reproduce the
problem when adding 1-3 Japanese characters to the quoted reply
Subject hedaer.
