1859667 - Remove Task::Run return value and rescheduling functionality until the consumer appears

bug 1846407 made the return type of Task::Run more explicit,
but the "incomplete" case is unused and untested.

for simplicity, we could remove the return value and rescheduling functionality for incomplete case,
with a comment that refers this bug, so that the rescheduling functionality can be revived by reverting the patch here whenever a consumer is added.

I'll look into adding test as unit test.
