When a dialog pops up while scrolling the browser vertical scroll bar, and you
release the button to click "ok" on the dialog then the mouse still controls the
scroll bar with the button up.

Reproducible: Always

Steps to Reproduce:
1. browse a page with a bogus link
2. click the link, and grab the scroll bar before the error dialog pops up
3. click ok to make dialog go away (button is now up)
4. now move the mouse around

Actual Results:  
scroll bar tracks mouse while button is up

Expected Results:  
release the scroll bar when the mouse button is released
there are several of these. This particular bug was supposedly fixed in bug
56240, but i never saw it fixed - the bug has "always" triggered.
Several variants still exist as open bugs; bug 35191, bug 48037 and probably more.
Resolving as dup of bug 144954
