1860439 - Certificate Viewer has large layout shift with missing or symbolic Fluent strings

Two different STR:
STR A
(1) Visit about:certificate (which just lists a DigiNotar cert per bug 1814716)
(2) Reload several times.

ACTUAL RESULTS:
On pageload, I often see a flash of the symbolic name for Fluent-localized strings. See attached screenshot.

EXPECTED RESULTS:
No such flash of symbolic names. Ideally we should wait until the real strings are ready before we display anything.

STR B

1. View an actual certificate, e.g. on https://www.mozilla.org/ , click the lock in URLbar, then "Connection Secure", then "More Information", then "View Certificate"
2. Reload the certificate-viewer page.

ACTUAL RESULTS:
Large layout shift as this page loads, due largely to the "Certificate" title initially not-being-present (and having zero height)

EXPECTED RESULTS:
No such layout shift.
