Steps to reproduce:

on Windows_NT 10.0 19045
version 115.3.3 (202310161829029)

  1. Download settings for PDF files set to "Always Ask"
  2. Open PDF attachment

Actual results:

"Open" dialog does not show the "Preview in Thunderbird" option.

Expected results:

"Open" dialog should show the "Preview in Thunderbird" option.

If the download settings for PDF files are set to "Preview in Thunderbird", opening the PDF attachment is shown in a Thunderbird preview window, as expected.

Does this still reproduce for you in version 128?
