1860893 - Sync button panel is cumbersome with long lists of tabs

The Synced Tabs sidebar displays a list of tabs from other devices, grouped by device, and provides a search control at the top. The sync button panel (click on the browseraction for "Show tabs from other devices") also displays a list of tabs from other devices, grouped by device -- but unlike the sidebar (and unlike the same list shown on mobile), you can't shorten this list by collapsing the device grouping or by searching through the list. So anyone with a lot of tabs has to just scroll through everything (except the default truncation that's applied, where the user can click on "Show More Tabs," which then shows all the tabs).

This should provide the same ease of perusal as the synced tabs sidebar.

STR:

1. have > 25 tabs open on another device, sync enabled, and logged in
2. click on the "Show tabs from other devices" button on the toolbar

Expected result:
3. panel allows you to collapse long lists of tabs
and/or
3. panel allows you to search through all tabs from other devices

Actual result:
3. user has the option to "Show More Tabs" for a device, which cannot be undone without closing and reopening the panel
