1860993 - Popup settings menu causes the popup to be shown on other pages, after switching tabs

STR:

1. Open two pages in a language that is not the browser's default
2. Close the automatic popup that is automatically offered (this is not a requirement, the bug is also reproducible on pages where the automatic offering is disabled)
3. Open the popup in one of the two tabs
4. Open the subpanel for translation settings
5. Switch to the other tab

The popup does not disappear.

This is particularly bad in two cases:

1. the two pages are in different languages: the popup will refer to the language of the page where you opened the settings subpanel
2. the second page is in a language which you set as "never translate", so the popup should never be shown but it is
