1861204 - Tooltip title missing from subject line on Table View

Hovering over the subject column doesn't show the tooltip anymore.
The tooltip appears only after the message row has been selected.
This issue is caused by the data-l10n-id attributes on the table cells.

The title attribute appears to be being overwritten for some reason, maybe due to how data-l10n-id works. The title is added in about3Pane.js but at some point is removed. I'm looking into this.

Seems like this is happening because the titles get removed when you swap between table and card view.. just on the table view though.

Also, according to Martin, when things are selected and unselected, the tooltip can also disappear, which is unexpected.

Adding myself to CC and noting that I see this on 123.0b2 Ubuntu. It's very hit and miss as too when the tooltip works on a new or old email.

My issue as above is with the standard message list not the table view. Do I need to open a different bug?
