"Do not send client certificate" in the authentication decisions panel are not removed

Steps to reproduce:
- Open Certificate Manage
- select the "Authentication Decisions" tab
- remove the last two entries by selecting one, then clicking the "Delete..." button
Actual results:
Line deleted, but the "Certificate Name" column shows "Send no client certificate"
Expected results:
The removed line should be empty.

Also: The "Delete..." button should be labeled "Delete", as the "..." implies a dialog would open upon clicking, but in reality it just removes the line without any additional dialog appearing.

The Bugbug bot thinks this bug should belong to the 'Core::Security: PSM' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Clearing the needinfo flag... (and confirming the fix works in version 130.0)
Although:
old lines saying "Send no client certificate" are still visible, leading to duplicate entries like:
www.example.org Send no client certificate
www.example.org David Balažic 01:01:02:03:04:08
also the button name issue remains
