Scroll bars are not created when they become necessary due to a font size change
(increasing the font size) - at least when doing this via the mouse wheel.

The space for the scrollbar is reserved, but the controls/widgets are not created.

Reproducible: Always

Steps to Reproduce:
1. Load any page that completely fits into the window
2. increase font size until vertical scrolling becomes necessary using the mouse
wheel.

WFM, build 2002121708, Windows 2000

Opened the about mozilla page and resized so it didnt use any scrollbar, then i
increased the font-size and scrollbars appeared.

this was just fixed on the 14th, so try a trunk build from the 15th or later
