Details

AC3 used to be a patented codec that needed a license to play. However those patents expired in march 2017.

Per bug 1345173, it was stated that "we do not support AC3 nor DTS codecs, and likely never will". That issue was marked as a wontfix and closed.

Will this be changed now that AC3 is a free-to-use standard? Is there any chance at all AC3 would be supported?

We generally don't add codecs to the Web without an extremely good reason, and AC3 is far from meeting the bar. Generally, the reasons are that they can do things that others codecs can't do (and that is mostly compression but not exclusively). AC3 would mostly be for convenience, to not have to re-encode.
