There is an auto-create PEOPLE I KNOW Mail View, but I created a PEOPLE I DONT
KNOW (Sender ISNT in my address book (make enough rows for all of your address
books)) .. 

I end up with email from people who ARE in my address book.

I am only using the Personal Address Book & Collected Addresses with a Mail View
set for ALL OF THE FOLLOWING:  Sender isnt in PERSONAL & Sender isnt in COLLECTED.

What criteria are being used for the match?  Name AND Address or just Address? 
Does the address have to be caps-specific?

I was able to reproduce this problem. In my Personal Address Book one of my
cards is for qatest20 (FN: qatest20, LN: test, Email: qatest20@netscape.com).
Now if I choose:
- People I know: qatest20@netscape.com is listed
- People I don't know: qatest20@netscape.com is also listed

More investigation is needed to determine when this happens because it doesn't
happen all the time but I was able to reproduce this fairly quickly.

Reporter, when investigating this I found that the radio button for and/or in
the Mail view setup is not reporting the correct action if you have selected the
any option then went back to the all option.  Basically you need to click on the
all option again to get back into that state.  Please try this with your
scenario.  Click the all radio button then close the Mail view setup window then
try your test.  If this works, then I will edit the description of the bug that
the radio buttons are sticking and reporting the wrong action. 
I think this is a dup of 189890, waiting for reporter to try the additional
steps to find out.

resolving as dup of bug 189890, which I belive is causing this to appear to be
broken.  189890 is already nominated.  If reporter finds that this additional
step does not fix his problem, please reopen.
