Currently we only have very limited test coverage for hw decoding. In bug 1854453, I added a new task set media-gpu that now tests "h264 and hevc" on Windows, "h264" on MacOS, but we haven't enabled tests for Linux and Android yet.
Our goal is to have as many as possible media codec being tested in HW on all platforms, this is the meta bug used to track all related bugs.
