Default to full headers for forward and save message. With normal headers, forwarding an email does not send the header, nor save headers to file.

Steps to reproduce:
Just change header view from normal to file. Try forwarding or saving a file. The full header will only save/forward when full headers are displayed. This is a serious bug.
Expected results:
headers should always be saved/forwarded.

Thanks for the idea. But full headers by default isn't going to be popular (not needed by most users), I don't find any previous requests for this, and will break existing user expectations. Therefore, I don't see us changing the current default behavior.
