Using dec19 commercial trunk
This may be related to same cause as bug 183614 and bug 185642...

If you create a new filter (via Tools|Message Filters|New, not via
prefill/Create Filter from Message) without setting the action, after OK to the
error and setting at least one action, the filter will not save once you OK the
rules dialog.

Steps:
1.  In a mail folder or newsgroup, go to Tools|Message Filters|New.
2.  Give filter a name and set criteria, but don't specify a filter action.
3.  Click OK button --> an error dialog appears telling you to set at lease one
filter action.
4.  OK the error dialog and set/checkmark one filter action. OK the filter rules
dialog.

Result:  Filter is not saved in the filter ui list.

Expected:  Filter should be saved.
