Steps to reproduce
- Access 'about:downloads' page.
- Start tabbing through page elements.
Expected result
- Tabbing should proceed smoothly through all page elements.
Actual result
- After focusing on the 'Save to Pocket' button, the focus unexpectedly shifts to the unclickable frame of the page.

I was able to reproduce the issue on Mac14 using FF build 119.0.1, but using arrows user can go through other options.
Marking enhancement as New for engineering input.
Status: UNCONFIRMED → NEW
