The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
Unfortunately I could not reproduce your issue. Would you be so kind as to answer a few questions so we can investigate this further?
- Could you please offer a little bit more information in order to reproduce this, or steps to reproduce?
- Does this issue happen with a new profile? Here is a link on how to create one: https://support.mozilla.org/en-US/kb/profile-manager-create-remove-switch-firefox-profiles
- Does this issue happen with latest nightly? Here is a link from where you can download it: https://www.mozilla.org/en-US/firefox/channel/desktop/
- Does this issue happen when Firefox is in Troubleshoot Mode? Here’s a link on how to enable it: https://support.mozilla.org/en-US/kb/diagnose-firefox-issues-using-troubleshoot-mode#w_how-to-start-firefox-in-troubleshoot-mode
Thank you.
Alas, I can not tell you how to reproduce it. Indeed, it doesn't always reproduce for me EVEN THOUGH there has been no change whatsoever to my bookmarks toolbar. As such, my thinking on this is that logically the code for the overflow menu should be written with a self-check that stipulates it should never appear if there are no bookmarks within it (i.e. it is empty.) Clearly the current code does not contain that logic whereas it would be logical to do so. Thanks for your help and attention to this issue.

The chevron overflow menu is shown when the toolbar receives overflow event, and nodes on the toolbar are hidden depending on whether we think they are fully visible or not.
I suspect there's a 1px error somewhere for which sometimes the overflow menu may be visible even if there's no non-visible nodes on the toolbar.
Apart from the annoyance of having an empty menu button, it should be an innocuous bug.
