Steps to reproduce:

with TB 115.3.2 (64 bits)
Pressed 'Load messages'
Looked for a specific message which was on display in ISP webmail app
Message was not displayed in the main panel

Actual results:

Pressed the Attachments icon and the message showed up.

Expected results:

TB should have an option or a button to 'Display All'

Are you seeing this also with version 115.9.0 or newer?

With 115.8.0 all messages are displayed when TB opens.
Problem resolved for me.
