This pr is to fix #43044.

I verified it with CL https://chromium-review.googlesource.com/c/chromium/src/+/5008123, now all float32 tests of reduceLogSumExp op run pass.

The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
