Steps to reproduce:
opened a private window then, from the windows taskbar options, hit 'open new window'
Actual results:
tabs from the previous session were opened
Expected results:
only 1 empty tab should have been opened
('Open previous windows and tabs' was unchecked)

The Bugbug bot thinks this bug should belong to the 'Firefox::Session Restore' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Hi Libby,
I wasn't able to reproduce the issue on either Firefox 119.0.1 or Nightly 121.0a1.
Could you please check if this also occurs in troubleshoot mode?

I also have this issue on my primary PC, but have not seen this behavior with my work system.
Let me take that back. Just reproduced it on my work system.
The way I've been reproducing it so far
Open Firefox in a normal window using the taskbar icon.
Open a site.
Close the normal Firefox window.
Wait a few seconds.
Open an private Firefox window either from the taskbar icon or by right clicking the normal Firefox taskbar icon and selecting "New Private Window".
Browse to a site.
Open a normal window using the taskbar Icon without closing the private window.
Original Site opened in the first normal window opens in the new normal window as well as Firefox Start in a new tab.
Both systems are on Windows 11 23H2. Tested and reproduced on Firefox 120.
