I will start by saying that I don't know XML. But, the above document crams the
  entire text of the document into one paragraph.I just can't imagine that is correct.


I did a clobber build of the tree the morning of 7 Nov 99. The build ID is
19999082316.
Status: NEW → RESOLVED
Closed: 25 years ago
Resolution: --- → INVALID
This happens because the XML file has no stylesheet associated with it.  So, the
default style (inline) is applied to all the text on the document.  Marking bug
invalid.
Status: RESOLVED → VERIFIED
Verifying bug invalid.
