For those elements, where we show a tooltip/popup on hover , we're not proposing a keyboard accessible alternative.

To start with, those items are usually not focusable, but that's the easy part.
We could show the popup on focus, and put the focus on the popup for those who have further interaction.
For those who don't (simple tooltips), we need to be able to semantically link the target with the tooltip we show. For regular pages, we would use a aria-describedby attribute referencing the tooltip item (who'd have a tooltip role). But in our case, the tooltips are usually displayed in another document, so it's not as straightforward.
Maybe we could replicate the content in the same document, and hide it visually, so we can use aria-describedby.

Finally, we should make sure that whenever a popup/tooltip is displayed, hitting Escape closes it.
