Consider showing suspicious fingerprinter as allowed when fingerprinting protection is disabled for the context

When the fingerprinting protection is disabled, and we detect suspicious fingerprinters, we don't show the suspicious fingerprinter as allowed under the fingerprinting category. It's because the fingerprinting category is also responsible for showing blocked fingerprinter. So, it can confuse users if we show it as allowed because users might wonder why fingerprinting blocking no longer works.

We should consider a better way to show this information to users. For example, we can add a dedicated category for suspicious fingerprinting rather than share it with the fingerprinting blocking.
