As discussed in Bug 1861758 it may be quite appropriate to allow an option for switching between 2-rows and 3-rows Card View.
Such option should be added directly into the Message List Options Menu (Bug 1865058).

This would need visual design as well as design and architecture discussions.
Would this be for specific cases (when the card is a specific width)? Or would this be a setting the user selects?

I think the end-user shall be able to select manually.
The simplest may be to modify the Message List Options menu to choose between:
- Table View
- Card View 2-Rows
- Card View 3-Rows
For the Card view I would suggest to move subject on 1st row and recipient/sender on the second (aligned legt)
this way you would have more space for icons (aligned right) on the 2nd row.
If a user choose Card View 3-rows but end-up with a small width column or small height (e.g Wide Layout) maybe something shall happen automaticslly to allow perinent data to remain on screen... either temporarilly switch to 2-rows or to adjust content somehow (troncated?)
You may need to play a bit with the design to see what would work best.
