Steps to reproduce:

I have created a new firefox profile.
I logged into onedrive and went to photos:
https://photos.onedrive.com/
Then I chose a photo and zoomed in using the mouse wheel.
Finally I tried to scroll the view by holding down the left mouse button and moving the mouse

Actual results:

the image scrolls by just about 1cm and then it stops.
I have to start the scroll multiple times, each time moving the image by about 1cm
it also shows a little preview of the whole picture.
I want to see details in different parts of the image and it's impossible to do so in firefox.

Expected results:

the image should scroll easily, without limitations.
the scroll must no be intermittent.

please note that on edge works perfectly.
