There are no changes in Beta related to this failure except for the ones in Bug 1863685, and the changes in Bug 1862633 were only on macOS + they haven't landed on Beta.
James, can you take a look at this please?

Technically this is a continuation of Bug 1862633. The frequency of the failures was hidden due to missing retriggers on other trees (except Try).

Only 1 fail so far on trunk (linux1804-64-shippable-qr) after latest wpt-sync (Bug 1863685) and updates in Bug 1862633 https://hg.mozilla.org/integration/autoland/rev/d2babb0052b0.
Fails on beta-sim and beta because it needs the latest updates.
