Steps to reproduce:

Create an Event.
Invite participants.
Update the event and click up Update/Send.

Actual results:

The update is not sent.

Expected results:

The update should be sent.

Seems to work for me.
What did you change? If only adding participant, there is the calendar.itip.updateInvitationForNewAttendeesOnly pref

on my side the problem occurs when the Notify Attendees option is ticked

( the behaviour matches Bug 1920482 and Bug 1877640

My platform :

Thunderbird 115.16.0esr (64-bit) Released October 10, 2024
OS: Kubuntu 22.04.5 LTS x86_64 - Kernel: 5.15.0-122-generic

PS : when Notify Attendees option is NOT ticked it works as expected : no update email is sent
