Phoenix no longer displays page titles in non-Latin alphabets.

After bug #104934 was fixed in the early November 2002, Mozilla and Phoenix
began displaying page titles in all languages (with proper system fonts
installed) correctly. But within short period of time (between Nov 19 - Dec 4)
this functionality broke in Phoenix and hasn't come back since. Mozilla still
works fine.

Original fix for this highly visible glitch made the program <look> complete and
close to 100% functionally usable for daily browsing for non-Latin language
readers, but unfortunately it’s no longer true.

Steps to Reproduce:
Go to any site with non-Latin page title and observe.
Actual Results:  
Page title is displayed as ????.

Expected Results:  
Page title should be correctly displayed using page's language.

Apparently, it was the old Phoenix theme. Today's build (Mozilla/5.0 (Windows;
U; Windows NT 5.1; en-US; rv:1.3a) Gecko/20021227 Phoenix/0.5) works with all
four test URLs.
