This bug is for changing the time at which the backfill-all-browsertime task runs at. It currently runs at 5:00AM GMT which might be too close to the peak development time. We should also check to see if all the tasks it selects still makes sense (see bug 1867511).

The time for this backfill seems fine. I think the add-all-browsertime task was mostly being problematic because of the extra tasks it was scheduling. There's also another issue I found with it where it schedules tests twice. Leaving this bug open though in case we find there's a better time than now. Alternatively, maybe we can make use of a lull-scheduler from bug 1867964.
