This got removed from our clang version in bug 1827533 but it needs to be turned on again to enable automatic orderfile generation.

Should be ok since rustc understands the new format now.

The Bugbug bot thinks this bug should belong to the 'Firefox Build System::Toolchains' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
