Add option to copy current page URL + id fragment when right clicking elemends with `id` attribute set

Expected results:
When I right click on a header element, e.g. <h3 id="help">Help</h3>, there should be an option on the menu to copy the current page URL with the #help fragment appended. It should work on every html element with an ID, like: <h3 class="wp-block-heading"><span id="help">Help</span></h3> etc.
