Firefox View "tab" isn't traversed by tab switching keyboard shortcuts

The following tab switching keyboard shortcuts skip past the Firefox View tab:
- Ctrl+Tab
- Cmd+Option+Left/Right
This is surprising behavior because Firefox View looks like a tab, so the UI suggests that these shortcuts respect it.
For example, I have browser.ctrlTab.sortByRecentlyUsed set to true, and when I search through my history in Firefox View and then click a result, and then want to go back to the search results, I instinctively hit Ctrl+Tab to go back where I came from. At the moment, this will bring me to a different tab that was selected before I went to Firefox View, which is not where I want to go.

We've had all sorts of issues with Firefox View being a hidden tab going back to its implementation in 106. Its not entered into the tab strip until you click on Firefox view the first time, and the order in the tab strip I believe might be random. We can certainly look into this though.

I don't think there is consensus on the desired behavior. When first implemented, we intentionally did not make firefox view part of the tab list. Upcoming design changes may further revise how we interact and think about firefox view. I think eventually we'll likely close this bug as WONTFIX/INVALID.
