Details

While rebuilding cached tasks for a CoT rotation, we hit this failure in the fetch-zlib task:
https://firefox-ci-tc.services.mozilla.com/tasks/DYNiF3Y6QrCJxBcSeMH6CQ/runs/1/logs/public/logs/live.log

This happens because that zlib archive unpublishes the signatures of non-latest releases. The easiest solution is to bump that fetch task to use the latest release (1.3).
