This doesn't sound like a Thunderbird problem.
Tested with 115.5.1 and latest beta. Confusing symptoms. First try to print spins while preparing preview. Later try presented preview, but did not actually print. Other apps (Firefox & LIbreOffice) presented preview, but did not print. LibreOffice showed error message about waiting for connection to printer. Shut down TBird, tried to print from another app - no print although printer appears ready.
Printer app attempts to contact printer as if offline. Possible printer issue. Had to power down printer and reinitialize before it would print. Will test again later.
Running 115.5.2, the symptoms I saw this morning have gone away. I suspect it was more a problem of my router and the HP printer than Thunderbird. I'll keep watching and update if I have further problems.
Continued testing with 115.5.2 No problems printing this morning. I'm now convinced it was a router/printer issue. Switched to 121.0b5 and no problems there also. (Following my #2 comments, once the printer was reset, ALL my attempts to print, printed.)

I am new to bugzilla protocols. I hope I can respond to all those who have asked questions, here:
First of all I do not now always have the problem of inability to print when Mozilla Thunderbird is running.
sometimes I can print with MT running.
I also noticed that some times when I couldn't print, if I ran the troubleshooter from the Windows "Settings"/"printers & Scanners" screen, that would fix the problem and I could print without closing MT.
At this point, I am OK with the situation, since I have a couple of ways to fix the problem when it exists.
Thanks to all who have been troubleshooting this problem. You may want to continue troubleshooting if others are experiencing the same problem, but I am tired of trying to completely eliminate the problem.
