Reproducible: Always

Steps to Reproduce:
1.
2.
3.
Filters don't exist in any W3C standard, and they're unlikely to in the current
syntax. There is the 'text-shadow' property, and some additional properties in
SVG. We may implement the standardized forms, but we're unlikely to implement
the MSIE-proprietary forms.
