Steps to reproduce
- Open a PDF file with text in Firefox.
- Reach the Text, Draw or Add images menu and open them using the Voice Over commands.
- Use VO + Right arrow in order to reach the opened Submenu.
Expected result
- Using Vo+Right should allow the user to reach the end of the PDF toolbar and then enter the Submenu from the Tools.
Actual result
- The user has to use VO + Left arrow in order to enter the submenu because the opened submenu is listed as the first item.
Regression range
I Tried older builds and I think this issue always occured since these tools were implemented.
I will try to find the exact build when Draw and add Text was implemented.

:rdoghi, if you think that's a regression, could you try to find a regression range using for example mozregression?

While this issue does not block a keyboard and/or screen reader user, it is not an expected pattern for a navigation and would cause confusion especially for users with cognitive difficulties, for neurodiverse users who rely on the screen reader to perceive the content.
