I tried and can confirm that. Reproduce as follows (for example): 1. From within Mail.app, select a URL 2. Use the Shift-Cmd-U shortcut. Navigator should open a window, but doesn't. 3. Navigate to Mail | Services | Open URL in Navigator. Navigator will open a window with the selected URL. 4. Close the window and try the Shift-Cmd-U shortcut again. This time, it'll work. When I ran into this bug working on my own Service, it seemed to happen for every Service. I asked on the cocoa-dev mailing list, and was told that this was an OSX bug in Services, which apparently isn't very high priority. To reproduce, log off and back on, select some text in Terminal.app or Mail.app, try a hotkeyed service like shift-cmd-Y for Make New Sticky, and it won't work. Simply opening the Application menu (i.e. "Terminal" or "Navigator") seems to activate the hotkeys (you don't even need to open the Services Sub-menu) To summarize, this isn't a Chimera bug, it's an Apple bug.
